Membership is awarded to students actively pursuing a degree at Penn State, having completed at least three full-time terms, maintaining a grade point average of 3.2 or higher, and coming from families where neither parent holds a bachelor's degree. Transfer students are required to complete at least one term at Penn State prior to induction.

Membership is open to undergraduate students who have completed a minimum number of criminal justice courses and who demonstrate strong academic achievement. Eligible students are typically required to maintain a minimum overall grade point average of 3.2, a criminal justice grade point average of 3.2 or higher, and rank in the upper portion of their class in academic standing with a demonstrated commitment to the discipline. Members are inducted annually.

During An Evening of Excellence, Greater Allegheny campus will recognize first-place project winners from the Fall and Spring Research and Creativity Conferences. These students are honored for their outstanding research, scholarship, creativity, and academic achievement across a variety of disciplines.
Eligible finalists will have completed a minimum of 45 credits by the end of the fall semester, be enrolled as a full-time student in the spring semester, be at least in their fourth semester of study, have completed at least 36 of their last 48 credits at Penn State, maintain a cumulative grade point average of 3.60 or higher, be making satisfactory academic progress in their program of study, have used no more than 8 late drop credits, and have no record of academic integrity violations appearing on their academic transcript.
